WINEP

The Water Industry National Environment Programme (WINEP) is a programme of works that is jointly developed between water companies and regulators to meet statutory requirements and deliver environmental improvements to customers and communities. It sets out how the water industry will contribute to improving the natural environment.

The WINEP is the most important and substantial programme of environmental investment in England. For 2020 to 2025 it consists of £5.2 billion of asset improvements, investigations, monitoring and catchment interventions. United Utilities is currently in the process of determining its next WINEP for 2025 to 2030 in collaboration with multiple stakeholder from across the North West region.

The water industry has taken steps over the last 3 decades to improve the water environment. However, there is a collective ambition for the WINEP to deliver more for the environment, for customers and for communities. This reflects society’s high expectations and the UK government’s ambition to leave the environment in a better state for the next generation. Hence the new WINEP methodology encourages:

  • Focussed delivery on outcomes including the WINEP wider environmental outcomes (WEOs); natural environment outcomes, net zero outcomes, catchment resilience outcomes, and access, amenity and engagement outcomes;
  • A longer-term focus;
  • Adoption of a more systems and catchment-oriented approach that furthers more innovation and company collaboration, including facilitating a greater use of nature-based solutions;
  • Co-design, co-delivery, and co-funding of solutions;
  • The best use of, and improve available data.

As part of our co-design process, we are using discussion boards for each catchment to facilitate information sharing and consultation between ourselves and our catchment partners.
