Factors used in this prioritisation included:

• Likely scale of AMP8 WINEP
• Risk of internal flooding per km of sewer
• Overflow spill volume per km of river
• Percentage household growth by 2050
• Percentage increase in properties at risk on a 1 in 50 year storm by 2050
• Percentage of outfalls locked on a 1 in 5 year storm
• Risk of standpipes in a drought
• Risk of measures being required to protect raw water quality
• Importance to long term Environmental Destination for WRMP
• United Utilities land holding
• Engaged partners

Key reasons for piloting in the Upper Mersey and Eden catchments was the potential to influence a significant amount of AMP8 WINEP expenditure projected for those catchments, along with the rich history of partnership working and established strategic partnerships.

Key reasons for piloting in the Wyre was that it is the top priority catchment for Environmental Destination focus alongside the potential for significant bathing water expenditure.  There is an opportunity to align these priorities with the needs of other stakeholders.

Place Based Planning aims to provide a holistic and integrated approach to planning for sustainable water services, which puts communities and the places where people live and work at the centre of the approach. It ensures we consider and involve communities in the solution and supports preventative, cost effective responses by building resilient communities and targeting investment based on what works locally. It seeks to enable new development whilst ensuring it is done in a sustainable way, with a particular focus on making space for water at the outset.
